Drabok, my story has a slightly similar setting with a basement with different cells and rape/torture/snuff rooms built inside a forgotten military missile silo close to Canada.

This guy is a member of a group of like-minded guys. He has about dozen girls in his collection that he rapes as his harem.

He has a 'Hall of Fame' to honor the girls that he has tortured to death and has them on display in that hall. Their bodies are preserved with chemicals so they don't decompose after death.
