We could go over all the available girls to figure this out (that might include spoilers for people who haven't read through all the comments), since most of the regular commenters are not the ones who initially claimed the girls that might not be the worst idea anyway, so Drabok can see how much interest the current commenters have in the remaining girls:

Georgia and Miku were both supposed to be dealt with relatively quickly. But there have been positive comments about them, especially Georgia.
Jessica was no option to choose initially, but is clearly one of our favorites.
Lorin was chosen by Killerfox, his idea was more detailed than most and there were a bunch of positive comments about her.
Kensey was chosen by someone, but his plans for her didn't include that much and the reactions now have been not that enthusiastic. I could see a scenario where she ends up torturing Tasha, but it might be too late for us to influence her fate.
Tasha was originally chosen by souro (who was regularly commenting but has completely vanished), and what he planned for her could certainly be done by a girl. But now she has some more fans with different ideas.
Fe got some comments from myself, but she isn't one of my biggest favorites. However, black lolis are rare.
Cathy got chosen by souro, same plans as for Tasha. And I think somebody else mentioned her when we saw her for the first time, so she might have some fans.
Lyla is my biggest favorite and what I want to see done to her works best if the guys do it.
Celine is one of my favorites, so I want to see her get tortured and killed and not turn on the other girls. I would probably not mind if she was tortured by a girl, I had no concrete plans for her.
Latisha is another one of my favorites and I had plans for her.
Iris is another one of my favorites, and she was picked by souro, so there is plenty of interest for her.
Lilly wasn't really picked by anyone. I mentioned that I would like to see her involved in the torture of her sister, and I didn't mean as the torturer, but I wouldn't rule that out - but while I could see her getting forced to torture her sister, I can't see her enjoy it or even kill her, those girls seem pretty close.
Devon and Moira were claimed by two different people right in the beginning and their scenes will most likely be a highlight of the story, they might have the most fans. Eliza was always mentioned to be involved, but it doesn't seem like she is anybodies favorite. So she could turn on them. But the plans for the little girls were pretty specific, and I just can't see Eliza do that.
Miyu was never mentioned early on, but recently got a lot of fans.
Molly was mentioned once, but it doesn't seem like she has many fans.
Laurie was never mentioned until recently the interlude pic made her interesting. I mentioned how I could see Miyu and Molly torture Laurie. But I could also see it the other way around, and I could see Laurie enjoy it and really turn on the other girls. I don't know, she would make an interesting victim too.
Gwen is one of my favorites. I could see her getting tortured by another girl, I had no concrete plans for her anyway, but I don't want to see her turned into a sadist, she makes a good victim.
Lacie was mentioned just once, so she probably doesn't have that many fans either.
