That pic is a prop that applies the program's physics engine to lay it down like a sheet or covering. You can change a ton of physical properties of both the prop and environment, until you get the effect you want. Sometimes it works great… others not s'much.
For other times, you can use a "decal" which is just a projection of material over the surface of an object that appears when rendering.
