Do you have BetterRepack? Look at >>32827's image closely. This person has the character selected, and has toggled KKPE in the lower left of the screen. In the KKPE window, you click the Adv Mode button to bring up the menu on the lower right. In that menu, under Bones, locate p_cf_head_bone. Click Scale, and set X, Y and Z to 0.
