Not sure if it applies to all world but I think most people have static ip addresses already.
to get different ip address you need to make new contract with your ISP or locate to another place.
If necessary, police can just request all your data from ISP anytime and also they will get your computer MAC address which they will use later as evidence to prove that it was used to access the internet. (so questionable workaround is to use router without password to later claim that someone else connected to your ip)
