This is not only hard to acomplish but it is a serious violation to one's privacy and the right to anonimity! I will not assume you live in UK or Australia, but where I am from and in the rest of the world I've seen no one, no even public institution have a static ip adress!

Second JS and cookies are the virtual fingerprints and even in the worst case scenario when you have static ip(I find it hard to belive such a thing even exists but ok), you shouldn't let these be traced.There are thousands of parties that can use your info against you besides lets say the fascist goverment of your country!
