Well, static IP-addresses exist. They are mainly used in business. Almost all servers have one - the Domain Name System is based on this fact. Due to the limited amount of IP4-adresses clients usually get on demand adresses out of the address pool of their ISPs. Today all available IP4-adresses are assigned, which causes much problems. That's why now IP6-adresses become more and more popular, although they are already present for decades. Their number will not raise a shortage problem in the near future: Every atom in the universe can get more than only one address.
Despite this most ISPs have announced to stick with the procedure of on demand allocating IP6-adresses to still provide a certain amount of anonymity like with IP4-adresses.
Its basically not possible to stay unrecognized. But though its hard, you can stay anonym. The trick is to vanish in the mass, e.g. you can switch your browser fingerprint using a browser add-on and you can switch your adsresses using TOR or JonDo/JonDonym/JAP (may be cancelled in 2021, I'm not sure) or as last resort a VPN (not really the best choice). But JS and cookies will destroy your camouflage. At least you have to decide between convenience and anonymity/security.
