Can't speak about everyone, but as far as I noticed more or less everyone has static ip address today. I think it was done precisely to take away our privacy. if IP's were dynamic all those traffic limits of file hosts and bans woud be impossible.
You can get somewhat dynamic address only if you use mobile internet but if you have usual optical connection there is even little point to use dynamic ip because you never disconnect. IP addresses only change when some serious reconfiguration is done on ISP. mY ip did not change for several years already.

considering the shortage of IPv4 space that's pretty interesting situation as it requires use of NAT making multiple people share the same IP so police cannot identify the end-user anymore. looks like privacy is coming back to some extent :)
