Hmm at this time i assumed that word "cable" is as archaic as word "chariot" because at least in my place it does not exist at all. everyone gets internet and television over optic. DSL is still used somewhere for private homes but even there it is being replaced with 4/5g because it is unusably slow. Reconnecting does not change your ip even in those situations. I wonder how all that even work, if we already have over 7 billion mobile devices in the world which is more than IP space available at least some of them should be already sharing the same IP. But in that case how China government is going to catch their dissidents? In my place you get private static ip even on mobile connection.

It is interesting that some time ago ip's were changing at some rate like once a few months, but lately they become fully static for everyone, I did not notice any law being passed about that. Biggest problem is that if your computer gets infected with some spambot you may be banned from many servers and lose access to many sites with no way to recover. My suspicion is that this could have been one of the reason why static ips were implemented as otherwise it was common to land on some restricted IP and when spambot get new ip on each reconnect it will taint lots of them.

What? of course they are possible, no extra parameters are needed, your ip is like your passport.
Sites like google/ebay/paypal/pixiv use it to identify you and issue warning if login happens from another ip.
