What I was talking about is that only China already has over 7 billion active mobile devices while IPV4 has 4 just billion address space. so it is impossible to assign unique ip to everyone already.
even if there are 7 billion people on earth and at least half of them has smartphone there are not enough addressees for everyone, which makes tracking impossible.
