I think this population control idea is some kind of bureaucracy fetish :)
It should rather be something more playful.

In this story setting there is not much of cannibalism so far but because everyone comes back to life it becomes pretty profitable to butcher people for meat as they are free source of meat rather than grow pigs or cows who need extra effort.

maybe this village could start exporting meat products to make money or to feed starving children in africa? LOL
