Due to the unexpectedly large crowds at the ongoing Tokyo Expo, a sudden shortage of meat products occurred on-site.
In order to prevent reputational damage on the international stage, the Japanese Cabinet convened an emergency session and ultimately decided to randomly select several national girls’ schools within Tokyo for special conscription, replenishing the female livestock supply.

Nogi Girls’ Academy was the first school drawn by the Prime Minister’s hand.
The entire campus was swiftly transferred from the jurisdiction of the Ministry of Education to that of the Ministry of Agriculture, Forestry and Fisheries.

Since the end of the Third World War, the slaughter of female livestock—
a practice introduced worldwide in response to postwar depopulation and the resulting baby booms—
had become a normalized and constitutionally accepted institution in Japan, just as in other nations.

However, the emergency conscription of minors marked a first-of-its-kind exception in the postwar era.

Scholars and commentators engaged in heated televised debates, speculating whether this one-time exception might soon become a precedent, and criticizing the government's failure to anticipate Expo attendance and plan for adequate resource distribution.

Yet few voices were raised to protest or delay the transport of the girls who had already been selected for slaughter.

Among Shizuka Matsuda’s personal effects, investigators recovered a cell phone,
which revealed that even after being loaded into the transport truck,
and after arriving at the Tokyo Metropolitan Slaughter Facility,
she repeatedly attempted to make calls to the outside world, begging for help—
pleading for even a brief delay.

But in the end, she was executed and processed on schedule,
her sixteen years of life reduced to fresh girlmeat on the factory line.
