Alright. I did this one just to test it, and I appear to be correct. Here's what happened.

I did the first 10 seconds at 480, because I have no choice right now because of the stupid 720p restriction they have me on... Anyhow, after the first ten were done, the "upscale" option was there in the menu. I selected it, and even though I'm supposedly locked out of 720, it did upscale the first 10 seconds in real-time as I was watching it play. You could literally watch it getting clearer.

Now, as soon as I then extended for another 10 seconds, it dropped everything back to 480, and no longer offered me the option to upscale. So that's how it's working for me, at least.

Now it's possible it dropped it back to 480 for me because of the retarded restriction I'm under, so it may not drop it back to 480 for most.
