Culler's Quota specifically has the age minimum set at sixteen. Even if you can get past the sharing restrictions, if the AI sees too explicitly a mention of underage content in the instructions during the first few turns of a world it will lock up and not generate more turns until you get rid of it. Festival of Flesh has some extra tricks it uses to bypass that restriction
