Not completely without filters, but venice.ai, permits violence and gore with some of the models it offers (such as Wan 2.7 for video). You can't get away with any loli content, however.

joyfun.ai, on the other hand, is extremely limiting about violence... you can't even get away with spanking. It technically doesn't allow loli content either, but as far as I can tell, the site is only restricting loli content by examining your textual prompts.

If you can make loli still images with your own home AI setup, then you can use such images as starter and reference images for video on joyfun.ai -- just be careful in your prompt wording to speak as if all the characters in your video are adults, i.e. never say "girl", always say "woman".
