It doesn't seem there's bad intention of whoever did it, but you're totally right. You're the only one with the right to publish it or at least he/she must ask for your express authorization to do it. You can report it to pixiv admins and claim for copyright infringement (you have the rights of your own creations the moment you make them). As an artist myself I wouldn't like someone else taking credit for something I made. Finally, I would suggest you to create your own pixiv page to upload your work if you want, maybe it could be easier to report these kind of situations in the future (also, maybe a little superfluous, but all the likes are for yourself xD).
