Of course you have right to negotiate your own terms with artist but if you demand picture to be not shared I guess artist should request at least double price and treat it as special request. Because even if you pay you are not only one for whom it is made you should treat yourself as sponsor who only pays fraction of total cost not as employer.

Default rule is that unless you specify otherwise, artist will share his work by giving you credit that is was commission.
Juts like when you become member of pay site you do not get right to own its content or when you buy a movie it does not become yours. If you want to get ownership rights to that content you have to pay extra.
