Well if you set the JPEG compression even lower then the PNG would be larger. :P
Nevertheless, keep in mind that this only works if the image is saved as a true greyscale or 8bpp PNG - when it's a full 24bpp PNG then yeah the PNG is usually larger, but that's why I used "APNG Optimizer" since it automatically takes care of that stuff*
*the only case where "APNG Optimizer" doesn't automatically take care of that stuff is with greyscale images that technically aren't greyscale (that is, if you counted the amount of colors in the image, you'd come up with a value that's greater than 256; such images usually have color-counts in the thousands even though to the eye they look completely greyscale). I believe this is what happens if you scan a real-world sketch but leave your scanner set to scanning in color.
