People are def getting paid in the JP community. Strong taboos against piracy and an emphasis on artist privacy/respect = the vast majority of paid content actually gets paid for. I personally only upload sample content for that reason. Although even then, given the limited audience I doubt artists are making stacks.

For Western artists, I think a lot of content is fandom-based or based in fandom spaces, so there is a resistance to commercialisation.
