The value of people can't be compared since every person is unique. It's like comparing apples to oranges. If we ban a person, we can never get the equivalent of that person back even if we bring in a hundred new people, so in a way every individual is worth more than a hundred others.
More importantly, there is only one thing that stands out as being seriously threatening, and that is the potential for the abuse of power by moderators. No one who has no power over you can ever truly threaten you, so if we use heavy-handed moderation to try to protect people, all we're really accomplishing is giving power to the real threat, while stamping out a paper tiger.
