Actually, this can be done without any bans or oppression but the bigger problem than the loss of freedom is lack of meaning, a community where everyone is nice and has the same opinion has no point to exist. if everyone thinks the same, there is nothing to discuss nothing to do and it will just rot to death.
Community is all about fighting, where everyone is trying to pull it into their own direction and make other people do wahst they want.
if you do not allow to do that there is just no point to participate at all. you probably will end with one admin as the ultimate king and owner and everyone else just as guests in his/her home.
