I second that. rbl.efnet.org does not block Tor exits with reason but out of principle. From their site:

"The collected sources are as follows:…

Scanned TOR exit node proxies"

So if you do not want to ban Tor users on principle ( and I would curious to know the reasons for that) please lose rbl.efnet from your blacklists.
