Probably because ideally only a fictional villain would think a genocide of half the population (that we need to reproduce with) is either remotely likely or remotely human or that someone is born with wrongdoings and that their murderous beliefs are righteous. Although with the state of mental healthcare in society I guess there are sociopaths this psychotic and detached from reality that aren’t institutionalized.
