Yes I was curious , thanks for explaining situation. As I do some programming but I am not that much involved in PHP but had some experience with it. So if You don't mind I could even implement some small changes myself.
But I doubt that as admin you can do that much without going to software level.

Anyway since it requires pretty specific skill this board is not for everyone so all what an be done is increasing amount of attention and response to artists there.
also maybe people could start using kaki for quick sketches to describe their requests or make art for stories?

I agree that competition is not that good idea unless the purpose of competition is not to get rated but rather to get some response. So my proposal for competitions in general is that only people who are allowed to vote are those who write review and explanation about why they vote this or other way. same as in those TV shows where as a judge you have to provide some criticism.

Tagging system is not working well on this site in general, because you can't add tags to thread later and it is not always evident what tags you should add at the time of posting stuff.
Also on kaki board amount of content is too low to worry about the need to go through all of it.
