those rules are not new but nobody cared about them so far.
I think fanbox somehow negotiated with credit card companies to allow 2d stuff so those artists seem to be safe so far but some may be pretty scared and now try to obey every rule to the letter to avoid extra risks and some are getting extra complains about inadequate censorship as well.
One thing what scares artists is that when you did not censor genitalia enough they will tell you to censor guro as well, and also check all older pictures. but they will not tell you that you can ignore the later ;) I got same demands and I just censored genitalia leaving the rest then I got fully approved. this censorship thing was not really that big deal so far as long as you do what they tell you but no need to get overzealous.
