Credit card and online payment companies (most of which are owned and ran by a surprisingly small group of religious-right nutjobs) don't like their services being used for porn or sex work, so they've been continuously making their rules more restrictive. And since there is no viable alternative to working with them (if you say "crypto" I've got a nice selection of bridges to sell you…except you probably already bought a bunch :P), sites are forced to comply.
Pixiv got an ultimatum. Restrict violent/NC content or be cut off from online payment services. So that's what they did. No more guro, rape or ryona fantasies on Fanbox, which was how most artists there got their income.
This is also cutting into Pixiv's own income (they got a significant cut from Fanbox) and more restrictions are certainly on the horizon, and I think they're reacting to it by being more stringent in enforcing their censorship rules (those are due to japanese laws, they'd face serious consequences for ignoring them) on the free part of the site in an effort to demonstrate that they're the most compliant a company could ever be in hopes of avoiding getting smacked with a "no more porn of any kind on Fanbox" decree from the payment corps.
