Austria explicitly believes lolicon should exist to the point they actually stood up for its ability to exist to the UN. Perhaps you meant Australia? Lolicon's legality is split in western Europe with plenty of advanced countries such as Germany, Finland, Denmark, Switzerland, Sweden, Belgium, Netherlands, Spain etc. having it legal. And even the ones that don't (like Canada) almost never actually enforce it and waste resources to prosecute it without actual CP included.
Although guro is also illegal in Australia, Canada, UK, Norway etc. so you can't really play that card here.
