So you want to have a predetermined list of threads in each board, decided by you because you're so smart that you know better what people want? How is this an improvement over having people make threads according to their actual interests? As you say, THINK about it: if people were interested in the threads you propose they would've made such threads and the threads would've naturally stay bumped by people interested in them. Instead we see threads for specific things like hanging, beheading, shooting. Why? THINK: because that's what people want.

Also define "a general", as far as I'm concerned that's a military rank.
