Op, you'll be hard pressed to find people to do this for you. Because in reality that's what you're asking for. "Someone please make my idea into a game, I can't contribute anything but I'll totes give you all the money if it makes any." The reality is that if you can't do the art, write, or code, someone in your position I'd expected to provide capital.

Good luck. Maybe there's someone that likes this idea as much as you and does it as a passion project, but don't hold your breath.
