XMR is a privacy coin. It's already anonymous so there's no "unsafe" way to buy it. Even if you use a centralized exchange and do KYC to buy it, once it's in your own personal wallet (not a web wallet!), it becomes untraceable.

If you just need a USDT->XMR swap service go to kycnot.me and look for "exchanges". A lot of them let you exchange without even needing an account.
