In the overwhelming number of occurrences, democracy is the least terrible form of Government out of all other forms that have been tried so far.

It is terrible, but still the most dependable we came up with as yet.
All other forms, that have been truly better (if any), were short-lived, brittle, vulnerable and far less dependable.
