Access to exhentai isn't granted to just anyone, you have to complete a certain quest first to prove you are worthy. Specifically, you have to be already logged in to access the site... but how do you log in on a site before you can access it? A mystery! But actually it just uses the same account as e-hentai.org, so what you have to do is:
1. If you tried accessing exhentai before, clear the cookies in your browser that makes it remember your lack of access.
2. Go to e-hentai.org and log in. There doesn't seem to be a log in link on the front page, but you can get a log in / register prompt by clicking Favorites. The forums use the same account too, so alternatively you can also log in there.
3. Now that you're logged in, you can access exhentai.
