I think the line between them is blurry. The Disney movie makes any research on the idea impossible.
I think a dissection is more about exposing the internal organs, where being turned inside out includes the bones and veins in your limbs

From the perspective of topology, getting turned inside out has no cutting or non-continuos transformations where a vivisection would require cutting or other non-continuous operations. What it would look like would depend on what you consider the "inside" of a person.
