Like, it's a "How to" from an alternate universe where female circumsition is institutionalised, but it's not mandatory really, and it's not even for reasons of religion. It looks like it's just for the sake of it.

In this universe, when you get married your husband might decide that you will be circumsiced, and there's nothing you can do about it. Or if you need to go to a hospital because of a fall injury or whatever, the doctors might circumsice you without your consent as a standard procedure.

My favourite part if that in the section "Understanding the BENEFITS" it says "female ciscumsition eliminates your chance of reaching orgasms" and "you will never climax again and will always stay sexually frustrated", like it's a good thing! Hahahaha.
