I'd say the almost opposite about C and B.
B can't get herself upright without help due to length of her body, and doesn't have arms to balance, thus making stump walking a hard and tedious process likely to be substituted by simply pushing herself with her legs, while C can drag herself with front stumps just fine, and she will see where she's going, while B will be faceplanted all the time. C also has the most control (tied with A) over position of her main "limb"- mouth, the last body part she can grab something with-, so she can do quite a bit. But she can't sit at all.
A can either walk on lower stumps and on all fours, the latter being much faster and easier but former being cuter, she can sit, she can use her head for things, she can do everything B and C does and more. D, with only two points of articulation and short body is completely helpless, obviously.
So, in terms of independence, A>>C>>B>D, for equally long stumps that aren't too short.
