Actually, looking at >>16136 a little closer, it looks like it may actually be an upscale. BTW, that site in question is just an image booru for /f/-related stuff.

Thing is, I took the attached image and upscaled it via plain old lanczos3 to the same size and it actually looked clearer (though the JPEG artifacts were more noticable as well, though using something like waifu2x with its artifact reduction should give considerably better results).

Oh, and the censorship bars are just inverted colors, so de-censoring is really quite easy as well.
