I've always wondered what is going on in this pic? Is this the view from down below, or up above? Tied to a weight? Are they being dragged by a boat or submarine? Why are the girls legs drawn the wrong way?

A shame this is the only underwater pic. I wonder how all this stuff got started back in the day? Everyone hanging out in some IRC chatroom somewhere? Sharue taking requests and then uploading them to their FTP server?
