You've gotta run it in Japanese locale. According to some posts here you might need to set your system locale to Japanese first before unzipping it (might not apply here, I dunno).
For some reason Japanese games tend not to work without setting the system locale. Doesn't seem to be the case for English games for the most part, so I just set new computers to Japanese locale nowadays.
