Artist seems to be Masayuki Taguchi, the guy who did Battle Royale and artwork for Black Joke. It's not Black Joke or Battle Royale, though, that's for sure.

He has another manga called Lives that has some guro-ish stuff in it, but I've read the whole thing before and don't remember this scene at all. Could have just forgotten, but I don't think it's from there.

You could narrow it down from here. He has some other stuff that's difficult to find online. Black Jack Alive, Black Jack Neo, Baron Gong Battle, etc.
