They fundamentally are the same organs, just in a different arrangement. Every part of a penis has its direct equivalent in a different location and/or shape in female genitalia. And the clitoris is indeed the direct equivalent of the glans, while the nerves in the vaginal wall use the same connections as those in the penis shaft.

Really the differences between male and female genitalia in humans are actually pretty small in terms of internal structure.

As for the issue discussed here...yes, traditional FGM leaves the internal parts of the clitoris intact, but the part that is removed has the highest density of nerve endings by far. So while it's true that FGM doesn't remove ALL capacity to feel sexual pleasure, it does cut away the vast majority of it. Therefore the comparison with cutting off the glans is a very valid one.
