You have to extract the archive with japanese encodage enabled (WinRar can do this, shortcut is CTRL+E).
Then I'm using Locale Emulator to install and play this game.
I installed it in the C directory and I run this game with MyGame.exe (using "Run in Japanese" from Locale Emulator).
Currently there are some critical bugs and the dev is hard at work to fix them, already 2 new versions as I'm typing this (1.2)
