Honey Select was used a lot for this purpose on pixiv until the purge. Custom Order Maid comes second and Koikatsu third. Kokatsu gives you the most freedom but the graphics are really poor. still a good tool. I put them in that order but in the end it's all a matter of taste.
Virt-a-Mate is the greatest tool to make such animations. Yes dependecies are paid but you can use kemono.su and extract a lot of needed mods for your works.
