Oh, and a tip; you are not meant to get enough money purely through the military side to meet quota. Every night you'll process some bodies and sell them. Donate most of that money to the military and collect it at the terminal by the morgue.

Of course, keep enough for upgrades, but you'll need to do this or the game will end.
