From my own research I can tell you that the rules are already changed, the only thing you missed is the fact that they are applied gradually, hence the games that are already announced are allowed to be released, like SiNiSistar2. However I'm not sure this will last because recently dlsite partnered with Vivion and more strict rules about localisation were enforced(reason why I can't upload any more VagrantsX games atm if someone doesn't leak them)
Steam is the most permisive platform right now and it's getting more and more relaxed, reason why Mad Island found a home there. I'm not sure what will happen with Depravia Sariel and other guro games that are in the making. I wouldn't be surprised to find their final versions on Steam not on dlsite. This move from dlsite might make guro games more popular and available to everyone.
