Several countries have laws that prohibit or restrict the sale of some types of content. many of these same countries hold payment processing companies liable if they are used in the illegal sale of items.

when companies like steam keep selling things illegally it puts the processors at risk. so they don't really have a say but if they can't trust a company to self police they can't risk doing business with them.
