Personally I disagree. I much rather have the author lay out why the character can do things that they can do at the beginning, rather than along the way.

Otherwise, it feels like the story would give off a tone of "oh this character can do this now because this thing. Oh also now this character can do this now because of another previously unexplained thing." Like adding on to the character's ability as if they were just glued on as time goes instead of having an established character.
