Technically it did explain, but only vaguely - there was a new TSAB 'downsizing' policy, and the hero unit was the first one to implement that policy, and did so publically.

We didn't have much opportunity to go into detail there, but with Part 3, we needed to go into a lot more detail to have it make sense. I would have just had the first part primarily be mentioned, not shown, but I guess M felt it good to properly showcase things.

Anyway, the point is our porn does have plot - even if it's just a vague excuse plot.

Also, 3-2 will have a brief epilogue scene - a fairly dark one, but one that provides plenty of plot potential for side stories, sequels, etc.
