My idea was that people wouldn't accept the system unless it was totally impartial. So it's deliberately run without the ability for human oversight to prevent corruption under the guise of regulation. People just assume that any brazen out of place murders are a part of it and kids randomly committing rape and murder are about as out of place as you can get.

Travis and his gang have discovered this and use it to their advantage while Clara might be under the delusion that her murderous thoughts are just the system guiding her like it did to kill her mother. Either way the scientists in charge probably consider it a good thing if there are some extra unsanctioned cullers freeing up resources at a rate slightly higher than what they managed to get the public to agree to.
