I had an idea that is sort of along these lines.

In a sort of brave new world way the government develops a gas or other global treatment that makes everyone docile, accepting and peaceful. Nobody argues, nobody fights, the world is at perfect peace.

However a few people realize they are immune (for extra bonus this might be a generation or two in so they just sort of realize they're different from everyone else and come up with their own name for it) and because everyone else is peaceful and compliant they can essentially get away with anything they want. They can walk into a store and steal things by just claiming that they're supposed to take it without paying and the person at the register will shrug and think "well I guess that must be right."

Of course this is quickly used for sex and snuff. One interesting aspect is that not only can they get away with it themselves they can even 'convince' others to do it, like telling a mother that she's supposed to be helping her daughter by smothering her to death or telling a boy that he's supposed to be learning about sex by raping his sister. Note that people can still experience and understand pain and fear, it's just that the unaffected can tell the ambulance crews they don't need to help the girl who has just had her arms cut off and is bleeding out and they'll believe it rather than argue.
