Even If I am an engineer I think this is a bit too technological way to control the human population :)
I am not demanding you to change your story but in my opinion, rather than relying on electronic mind control it would be easier just to do social engineering and propaganda and it is also more fun (although maybe not that precise) In fact this was known to be happening in various places already.


What I dislike in your story is that death is too casual when it could be put to some better use. In fact, it is even somewhat sad when it happens so pointlessly.
The better way is doing it as in "Graduation and Beheading Ceremony" by Juan Gotoh where the fact of dying is used as a good opportunity to have some fun and some kind of experience which otherwise would be absolutely impossible.
So I would do it in different ways as rather than making death casually bad make it something great and desirable so that more or less everyone wants to die but only few get permission from the government to kill themselves. In that case, they obviously throw a big party to celebrate that event ;) of course, some delinquents may decide to commit suicide without permission with various success.
To deal with associated pain and discomfort government may even provide drugs to reduce pain. And there can be competitions thrown up to decide who is going to be selected for execution on TV live.
Or for even more fun there can be a competition of who will be committing suicide in the most horrible and painful way to deter others from doing that and making it some form of extreme achievement in life.

This is 1000 years old tested technology way more realistic than hypnotizing people over 5g network :)
I sort of want to do a story on the similar topic myself but damn there si not enough time for everything.
